DL E&C Found Guilty of 164 Legal Violations... "Insufficient Safety Management"
The Ministry of Employment and Labor conducted inspections of major construction sites and the headquarters of DL E&C (formerly Daelim Industrial), where two fatal accidents occurred this year, and uncovered numerous violations.
On the 21st, the Ministry announced that it investigated 42 major construction sites of DL E&C’s primary contractors and subcontractors, detecting a total of 164 violations at 40 sites.
The Ministry plans to take legal action on 30 violations related to safety measures directly linked to fatal accidents, such as failure to install safety railings and work platforms. Additionally, approximately 320 million KRW in fines were imposed for 134 cases of inadequate safety management, including poor performance by safety managers.
During the inspection of the headquarters, 35 cases of insufficient safety management systems were identified, including failure to appoint safety managers, improper use of safety management funds, lack of labor-management consultative bodies, and failure to review hazardous risk prevention plans, resulting in fines totaling about 90 million KRW.
The Ministry pointed out, "Despite notifying the headquarters of non-compliance with safety measures after the first inspection this year, violations such as failure to install safety railings and work platforms were still confirmed during the second inspection."
Previously, on March 13, a worker died after being struck by a detached wire drum during electrical wiring work, and on April 6, another worker died after being caught between the rear of an excavator and a steel column during soil removal work.
The Ministry explained, "Considering the inspection results, it appears that the safety and health management system established by DL E&C is not being properly implemented at the sites," adding, "Overall, there is a need for thorough inspection and improvement."
Since February, the Ministry has been inspecting major construction sites of construction companies ranked within the top 1000 by construction capability whenever a fatal accident occurs. If a second fatal accident occurs, inspections of the company’s headquarters are also conducted.
Since the enforcement of the Serious Accident Punishment Act on January 27, five construction companies have had two or more fatal accidents: DL E&C, SK Ecoplant, Gyeryong Construction Industry, Daewoo Construction, and Hwaseong Industry.
The Ministry is currently conducting inspections of SK Ecoplant and Gyeryong Construction Industry and plans to inspect Daewoo Construction and Hwaseong Industry as well.

Kim Gyuseok, Director of Industrial Accident Prevention and Inspection Policy at the Ministry, stated, "Thanks to the active efforts of each construction company and the government, fatal accidents at sites involving losses exceeding 5 billion KRW have decreased, but recent trends suggest a risk of concentrated fatal accidents at some vulnerable construction companies."
