Russian Foreign Minister: "War aims expanded beyond Donbas in Ukraine"... Suggests possibility of first escalation
"If Western Support for Ukraine Continues, Goals Will Expand"
First Indication of Escalation by Senior Official Five Months After War Began
[Asia Economy Reporter Hyunwoo Lee] Russian Foreign Minister Sergey Lavrov suggested the possibility of an escalation, stating that Russia's invasion goals in Ukraine could expand beyond the initially declared eastern Donbas region to other areas. This is the first time a high-ranking Russian official has officially mentioned the possibility of escalation since the outbreak of the war.
The U.S. Department of Defense downplayed the remarks, saying that Russian forces are still struggling in the Donbas region, which they have yet to capture, and are not in a position to escalate. The department also pledged additional weapons support to Ukraine. Concerns are rising that hopes for a ceasefire, which had emerged as Russia's capture of Donbas seemed imminent, will significantly diminish.
On the 20th (local time), Minister Lavrov said in an interview with the Russian state news agency RIA Novosti, "The goal of the Russian military is no longer limited to the liberation of Donbas," adding, "It has expanded to southern regions such as Kherson and Zaporizhzhia according to the battlefield situation." He further hinted at the possibility of escalation by stating, "We are also monitoring many other regions beyond these."
Since the outbreak of the war, the Russian government has consistently labeled the invasion of Ukraine as a "special military operation" aimed at liberating the Donbas region, promoting the war's objective as the liberation of Donbas. However, with a high-ranking official now suggesting the possibility of escalation five months into the conflict, concerns are growing that the war will continue for a longer term.
Minister Lavrov also strongly warned, "If the West continues to supply weapons to Ukraine, our geographical objectives could move much further than they are now." This remark is interpreted as a response to the U.S. Department of Defense's earlier announcement on the same day of providing four additional High Mobility Artillery Rocket Systems (HIMARS) to Ukraine.
The U.S. Department of Defense dismissed Lavrov's remarks, stating that Russia is not in a position to escalate. U.S. Secretary of Defense Lloyd Austin said at the Ukraine Defense Contact Group (UDCG) meeting held via video conference that day, "Lavrov's remarks are nothing that should surprise anyone," adding, "Rather, they acknowledge the powerful effect of the rocket systems we have provided."

Also attending, U.S. Joint Chiefs of Staff Chairman Mark Milley emphasized, "The Russian military has not yet fully captured the Donbas region, and their advance is very slow.
