Jeonju City Supports Community Independence for People with Disabilities
Over 3 Years Until 2024, 430 Million KRW Annually Invested... Support for 60 Disabled Individuals
[Jeonju=Asia Economy Honam Reporting Headquarters Reporter Kim Han-ho] Jeonju City announced on the 9th that it plans to invest about 430 million KRW annually over three years from this year until 2024 to support the community independence of 60 people with disabilities.
This is a follow-up measure after being selected as a pilot municipality for the Ministry of Health and Welfare’s public project, ‘Community Independence Support for Deinstitutionalized Persons with Disabilities.’
The Community Independence Support for Deinstitutionalized Persons with Disabilities project is a new public project by the Ministry of Health and Welfare in 2022 that identifies necessary matters in the community independence process for residents of facilities and those waiting for admission, and develops an operational model that can be expanded nationwide.
In April, the Ministry of Health and Welfare selected 14 municipalities, including Jeonju City, as pilot project municipalities.
To ensure smooth project implementation, Jeonju City has currently signed business agreements with eight related organizations in three fields: housing, employment, and welfare, and has also established a ‘Disability Independence Support TF Team.’
In particular, Jeonju City plans to partially amend the ‘Jeonju City Severe Disability Independent Living Support Ordinance’ to secure the legal basis for future project promotion and will publicly recruit the ‘Independent Transition Hub Center,’ the executing agency, by the 17th.
The selected Independent Transition Hub Center will be responsible for △providing independent support personnel △overseeing necessary support for independence such as preparation, transition, and settlement in the community △consultation and education related to independence support, conducting a full survey of deinstitutionalized independence desires △establishing and supporting individual independent transition plans for facility residents wishing to become independent △and promoting awareness improvement in the community.
After selecting the Independent Transition Hub Center and signing the consignment contract, Jeonju City plans to form an Independence Support Committee composed of public and private disability experts to review user selection, resource linkage consultation, and appropriateness of individual support plans.
Once the beneficiaries are selected, services for community independence will be systematically supported according to individual needs, including △linkage to publicly purchased rental housing △day activity services △extension support for activity assistance services △assistive device service support △and emergency alert service provision.
