The Union Normalization Committee, composed of some members of the Dunchon Jugong union, released a statement saying they will listen to the union's position later and prepare a plan to resume construction.
On the 12th, the Dunchon Jugong Union Normalization Committee (hereafter Normalization Committee) issued a statement along with the details of the meeting with the Dunchon Jugong construction consortium held around 3 p.m. the previous day. The Normalization Committee received information on the progress of negotiations for resuming construction, the circumstances of the construction halt, conditions for resuming construction, and overall project status. The meeting was attended by eight union members from the Normalization Committee, 18 representatives from the construction consortium, and three officials from the Gangdong-gu Office Reconstruction Division.
According to the statement, during the meeting, the construction consortium revealed an internal decision that they have no intention to proceed with negotiations such as resuming construction due to distrust of the current union. They also stated that no negotiations had taken place at the Seoul City mediation meeting. Furthermore, in response to Seoul City's request on the 20th of last month to submit conditions for resuming construction, they delivered nine conditions for resuming construction and disclosed a statement expressing that they "cannot trust the current union executive and advisory committee."
The nine conditions for resuming construction from the construction consortium include ▲confirmation of the sales schedule ▲compensation for financial losses due to sales delays ▲extension of the construction period ▲compensation for losses due to construction period extension ▲establishment of contractual and legal grounds for resuming construction ▲mutual agreement on material selection ▲sales and construction progress of commercial facilities ▲resolution of disputes ▲transparent sharing of project progress information.
The Normalization Committee claimed that the reason for attending the meeting was the lack of transparency in information sharing between the union and its members. They stated that the union did not provide specific facts about the overall construction halt situation and only consistently responded with phrases like "negotiations will soon take place." They added that on the internet cafe operated by the union, only some members were granted access to check the contents, resulting in poor information accessibility.
