At the farewell ceremony held at the Government Sejong Complex on the 9th, he stated, "Although the outdoor mask mandate has been lifted, COVID-19 is still ongoing," and added, "Wherever I am, I will help restore the cultural daily life of the exhausted people and build a cultural powerhouse that leads the world."
Minister Hwang expressed gratitude to the Ministry of Culture, Sports and Tourism staff who achieved various accomplishments despite the COVID-19 situation. Key achievements mentioned included the establishment of the Content Industry Innovation Strategy, the donation of artworks by the late Chairman Lee Kun-hee and the formulation of follow-up plans, measures to eradicate violence in school sports teams, and the preparation of special support measures for the tourism industry. He said, "I feel a special sentiment as I was able to announce policies closely related to the daily lives of the people one after another from the beginning of my tenure." He added, "South Korea has now firmly joined the ranks of cultural powerhouses," and said, "Global interest in our culture is expanding beyond popular culture such as BTS, the movie 'Parasite,' and the drama 'Squid Game' to include our language, writing, arts, and lifestyle as K-content."

The fields of culture, sports, and tourism are still not free from COVID-19. Although performances and sports events have recently been held actively, various policies and efforts are needed to restore them to previous levels. Minister Hwang urged the Ministry of Culture, Sports and Tourism staff to focus on 'field communication' and 'building an organic system.' He said, "The 550 or so instances of field communication from the end of last year's National Assembly budget review until March of this year were very meaningful," and requested, "Please continue to promote policies that the public desires through sufficient communication." He continued, "I hope work will be carried out based on projects rather than departments," emphasizing, "To adapt to the rapidly changing administrative environment, it is necessary for each department to collaborate, coordinate, and respond flexibly from a problem-solving perspective."
