View original image[Asia Economy Reporter Kum Bo-ryeong] On the 30th, Ahn Cheol-soo, Chairman of the Presidential Transition Committee, officially announced that he will not serve as Prime Minister in the next government, drawing attention to the reasons behind this decision. While he cited "wanting to recharge" as the apparent reason and stated that he has "no intention of running in local elections or seeking party leadership," analyses suggest that he also considered issues such as the upcoming June local elections, the merger with the People Power Party, party leadership, the blind trust of AhnLab stocks, and the position of Deputy Prime Minister for Science and Technology. It appears that he intends to focus on the merger issue while expanding his base within the party.
At a briefing held at the transition committee press conference hall on the same day, Chairman Ahn said, "In the short term, over the past year, and in the long term, over the past 10 years, having participated in elections, I need time to recharge," adding, "Running an election requires truly superhuman schedules and mental strength." Last year, he ran as a candidate for Seoul mayor in the April 7 by-election, unified with then-People Power Party candidate Oh Se-hoon, and during the March 9 presidential election, he declared unification with President-elect Yoon Seok-youl while campaigning as a candidate.
Since he is in a position to lead the transition committee until President-elect Yoon’s inauguration on May 10, concerns about a "leadership vacuum" in the transition committee if he were nominated as Prime Minister are also cited as a reason. It is reported that during a private meeting with President-elect Yoon the day before, Chairman Ahn said he would focus on transition committee duties.
The blind trust of AhnLab stocks remains one of the ongoing issues. According to the Public Officials Ethics Act, a high-ranking public official such as the Prime Minister must either sell stocks worth more than 30 million won within two months of appointment or place them in a blind trust with a trustee institution (securities firm). This means Chairman Ahn would lose control over AhnLab’s management rights. Professor Shin Yul of Myongji University’s Department of Political Science and Diplomacy analyzed, "One reason he does not want to be Prime Minister seems to be that he would lose management rights of the company he nurtured." Regarding this, a representative from Chairman Ahn’s side said, "He already came to terms with this when he challenged the presidency, so the blind trust is not a big issue."
After the briefing, when asked by reporters about "running in local elections or seeking party leadership," Candidate Ahn replied, "I have no intention of running in local elections," and "The term of Lee Jun-seok, leader of the People Power Party, lasts until next year, so I am not thinking about party leadership right now."
Regarding local elections, even if he does not run directly, it is interpreted that he plans to start work to strengthen his base within the party ahead of the merger with the People Power Party. Professor Shin explained, "In elections, it is important to secure nominations for your own people to build power."
Although it is difficult to challenge for party leadership immediately due to the remaining term of Leader Lee, the situation one year later is uncertain. Chairman Ahn also said, "One year from now is quite far," adding, "Many things will happen, and I will think about that then. Politics does not work by making long-term plans."

Despite his declaration not to participate in the cabinet, opinions remain in and outside political circles that the possibility of the "Deputy Prime Minister for Science and Technology," which Chairman Ahn advocated during his presidential candidacy, still exists.
