‘Soulless Public Servants’ Cannot Continue Like This
The book finds the root cause of public distrust in government in politics, particularly the five-year single-term presidency. To achieve results within a short period, public officials are strictly controlled. The criticism that public servants lack a soul actually means they are ordered to leave their soul in the wilderness and mechanically carry out what the ruling power wants. The authors emphasize, “When introducing safety regulations, it must be proven that they are effective means to ensure safety,” and “Policies are not justified simply because they are necessary. They must be effective.”

Korea must solve the challenges of population decline and falling potential growth rates. So, what should the government do immediately? Wisdom must be gathered to raise the potential growth rate. In the past, Korean bureaucrats set and executed “ambitious goals that are not easy to achieve” for the development of the Republic of Korea. The book states that now is the time for the Korean government and public servants to arm themselves with new missions like “recovering a 5% potential growth rate,” ambitious national future goals that are not easy to achieve. It presents 10 specific ways to achieve this. If the new government properly implements even some of these, wouldn’t it take a step closer to becoming a ‘government beneficial to the people’?
