Security Council Ukraine Resolution Missing 'Russian Responsibility' Likely to Fail Adoption
Russia Drafts... US Says "Avoiding Responsibility for Ukraine Invasion"
[Asia Economy Reporter Cho Hyun-ui] The United Nations Security Council will put to a vote a draft resolution demanding relief and civilian protection in Ukraine on the 18th. The resolution, drafted by Russia, does not specify the parties responsible for the war, making its adoption unlikely.
Major foreign media reported on the 16th (local time) that "the resolution does not acknowledge Russia's invasion of Ukraine nor address responsibility."
The draft prepared by Russia includes △ protection of vulnerable groups such as women and children and relief workers △ safe and unhindered access to aid △ safe passage for those leaving Ukraine.
Foreign media explained, "Russia submitted this draft after France and Mexico withdrew their proposed resolution calling for humanitarian support to Ukraine."
Earlier, on the 5th, the Security Council pursued a resolution at the request of France and Mexico calling for a ceasefire in Ukraine, uninterrupted humanitarian aid, and civilian protection. However, it failed after the United States said it would not support the resolution unless it explicitly stated that 'Russia caused the humanitarian crisis.'
Barbara Woodward, the UK Ambassador to the UN, pointed out on Twitter that day, "Russia's failure to acknowledge its own responsibility in the draft is a 'notable omission.'" She added, "The draft demands respect for international humanitarian law but excludes the fact that Russia is committing war crimes."
Olivia Dalton, spokesperson for the US Mission to the UN, said, "We will not support Russia's efforts to evade responsibility for its unprovoked invasion."

For a Security Council resolution to pass, at least nine countries must vote in favor without vetoes from permanent members such as Russia, China, and the United States. Foreign media predict, "Most of the 15 Security Council members are likely to abstain."
