The newly appointed standing judge Kim graduated from Inheon High School and Seoul National University with a degree in Economics, and earned a master's degree in Policy Studies from the same university. He entered public service through the 42nd Administrative Examination and has held various key positions including Head of Tax Analysis Division, Head of Industrial Tariff Division, Head of Tax Law Reform Team, Head of Service Economy Division in the Policy Coordination Bureau, Head of Income Tax Division, and Head of Tax Policy Division at the Ministry of Strategy and Finance, establishing himself as a seasoned tax official.
