[Seoul District News] Geumcheon-gu Develops Library and Kiwoom Center, Auto-related Facilities, 299 Apartment Units, and Knowledge Industry Center
[Asia Economy Reporter Jongil Park] Geumcheon-gu (Mayor Yu Seong-hoon) announced on February 17 that the detailed development plan for the Kia Motors site special planning district has been finalized.
The site at 996-3, Siheung-dong, has housed a factory built in 1958 for automobile inspection and is currently used as the Kia Siheung Service Center.
Previously, the Kia Motors site special planning district was decided to establish an "industrial and residential complex facility" according to Seoul's urban plans such as the 2030 Seoul Plan and the comprehensive development plan for semi-industrial areas, through the Seoul City Urban and Architectural Joint Committee review on November 26, 2021.
According to the detailed development plan announcement (Seoul City No. 2022-66), 299 apartment units (from basement level 2 to 25 floors above ground) will be built on the residential land, and a knowledge industry center (from basement level 5 to 13 floors above ground) and modernized automobile-related facilities (from basement level 2 to 6 floors above ground) will be constructed on the industrial land.
The automobile-related facilities will provide various test drive programs and mobility experience spaces where visitors can enjoy advanced technology experiences beyond a simple showroom, offering diverse opportunities not only to local residents but also to children and adolescents.
Additionally, on the public facility land, a complex building housing a library and the Kiwoom Center, ranging from basement level 5 to 8 floors above ground, will be constructed, expected to greatly contribute to the cultural welfare of local residents.
Geumcheon-gu plans to prioritize the automobile-related facilities in the first half of this year, proceeding with traffic impact assessments and building permit procedures, then start construction in the second half and complete the work by July 2024. The apartments, knowledge industry center, and public facilities will begin construction immediately after the completion of the automobile-related facilities, aiming for completion by 2027, accelerating the project.

Yu Seong-hoon, Mayor of Geumcheon-gu, stated, "With this detailed development plan decision, the aging semi-industrial factory site will be redeveloped into an industrial and residential complex, improving the urban landscape. Moreover, in connection with the construction of a large general hospital nearby and the opening of the Sinansan Line Siheung Sageori Station, it is expected to become a focal point for balanced regional development."
