[Asia Economy Reporter Jongil Park] Gwanak-gu (Mayor Park Junhee) will implement guidance and intensive publicity regarding acts that obstruct electric vehicle charging.
Following the revision of the "Act on the Development and Promotion of Environmentally Friendly Automobiles" in July last year, from January 28 of this year, basic local governments have been authorized to crack down on acts obstructing electric vehicle charging, and the scope of enforcement has expanded from only mandatory charging facility installations to all charging facilities.
When violations are detected, fines ranging from 100,000 to 200,000 KRW will be imposed depending on the obstruction act. These include parking general vehicles in electric vehicle charging zones (100,000 KRW), stacking items or parking around charging facilities (100,000 KRW), continuing to park for a certain period after charging is complete (100,000 KRW), and intentionally damaging charging facilities (200,000 KRW).
Additionally, the obligation to install electric vehicle charging facilities and dedicated parking spaces has been strengthened. For public parking lots and public-use facilities, the threshold has been lowered from 100 total parking spaces to 50 or more, and for apartment complexes, from 500 households to 100 or more.
Facilities that received building permits before the law’s enforcement must install charging spaces amounting to at least 2% of parking spaces (5% for dedicated parking spaces in the public sector), while newly constructed facilities after enforcement must install at least 5% of parking spaces. For existing facilities, if installation is not completed after the grace period (1 year for public, 2 years for public-use facilities, 3 years for apartment complexes), correction orders or enforcement fines will be imposed.
Accordingly, the district will inform residents about the legal amendments and raise awareness of obstruction acts by conducting guidance and intensive publicity for six months until July 31.
They plan to actively inform residents using the facilities by producing and distributing promotional leaflets and guide signs to locations with chargers, and will conduct intensive publicity through both offline methods such as posters, banners, and notices, and online promotions.
Furthermore, a task force will be organized for on-site enforcement and resident publicity, regularly conducting inspections, guidance, and distribution of promotional materials targeting all charging facilities and dedicated parking spaces.
A district official stated, “During the guidance period, we will actively promote the legal amendments and strive to ensure that no residents suffer disadvantages due to lack of awareness of the changes. Gwanak-gu will continue to take the lead in enhancing convenience for environmentally friendly vehicle users in response to the climate crisis.”
