Introduction of Offshore Wind Power-Based 'Baram Pension'... Lee "Will Increase Income for Jeonnam Residents"
[Asia Economy Reporter Baek Kyunghwan] Lee Jae-myung, the presidential candidate of the Democratic Party of Korea, announced on the 18th a development pledge for Jeonnam Province focusing on the early establishment of offshore wind power generation and the introduction of a renewable energy resident income model. Candidate Lee emphasized the importance of Honam by quoting Admiral Yi Sun-sin's words, "若無湖南 是無國家 (Yakmu Honam Simugukga), without Honam, there is no nation."
The development plan for Jeonnam presented by Candidate Lee includes seven key initiatives: ▲ becoming a hub for energy transition industries ▲ fostering advanced strategic industries ▲ establishing a forward base for the space industry ▲ becoming a center for cultural, marine, and ecological tourism ▲ promoting smart agriculture, fisheries, and livestock industries ▲ expanding public health care infrastructure ▲ and enhancing comprehensive transportation infrastructure.
First, Candidate Lee stated, "We will create an offshore wind power industry ecosystem in Jeonnam, the base for Korea's carbon neutrality," revealing plans for the early establishment of offshore wind power generation in areas such as Sinan and Yeosu, the creation of a green hydrogen energy island, and the enactment of a special law on carbon-neutral industries.
He also introduced plans for local residents' participation in renewable energy development. Candidate Lee promised, "We will introduce a renewable energy resident income model," pledging to increase the income of Jeonnam residents through the introduction of 'Sunlight Pension' using agrivoltaics and 'Wind Pension' based on offshore wind power.
Advanced strategic industry promotion was also mentioned. He proposed the establishment of an eco-friendly small and medium-sized ship specialized industrial complex in Daebul Industrial Complex, Jeonnam, the construction of a southern coast elastic materials belt, and the 'Green Smart Port' concept for Yeosu and Gwangyang ports. Candidate Lee added, "We will develop Jeonnam, the hometown of Nuriho, into Korea's forward base for the space industry."
He also pledged to establish a comprehensive support center for space launch vehicles in eastern Jeonnam and a Jeonnam branch of the Korea Aerospace Research Institute. His policy includes actively working to establish a national medical school in Jeonnam, which is the only one among the 17 provinces and metropolitan cities without a medical school, to provide high-quality medical services.

Additionally, transportation pledges include the early completion of the second phase of the Honam High-Speed Railway project, the early commencement of the Jeolla Line high-speed railway, rapid promotion of the Gwangju-Naju metropolitan railway network, extension of the urban railway section between Gwangju and Hwasun, and revitalization of Muan International Airport. Candidate Lee stated, "As a politician who has kept promises with an average pledge fulfillment rate of over 95%, I, Lee Jae-myung, will make Jeonnam a more vibrant and prosperous place."
