'Oh Se-hoon Style Moa Town' First Public Contest... Around 25 Selected
Targeting areas under 100,000㎡ with over 50% aging rate
Excluding redevelopment-promoted or planned areas
‘Right Calculation Reference Date’ to be announced in April
[Asia Economy Reporter Kim Min-young] Seoul City and the Ministry of Land, Infrastructure and Transport announced on the 9th that they will begin a public contest for autonomous districts for Moa Town. The application period is from the 10th of this month to March 21st, and around 25 sites will be selected in April.
Moa Town is a district-level redevelopment concept that expands the idea of block-unit Moa housing by grouping areas within 100,000㎡ as one group to renovate aging houses and install necessary infrastructure such as public parking lots within the area.
Each autonomous district will discover candidate sites for Moa Town by utilizing the small-scale housing maintenance management area method and gathering residents’ opinions, then apply to Seoul City. The final sites will be selected and announced after evaluation by a selection committee.
In particular, this contest is integrated with the Ministry of Land’s cooperation to select candidate sites for small-scale housing maintenance management areas in Seoul through the Moa Town contest.
In the future, national funds necessary for infrastructure development within Moa Town will also be supported to the maximum extent possible. Once designated as Moa Town, up to 37.5 billion KRW can be supported by national and city funds to develop roads, underground parking lots, parks, and other facilities needed in the area.
The eligible sites for participation in the Moa Town contest are areas under 100,000㎡ with more than 50% of aging or deteriorated buildings. However, since Moa Town focuses on renovating old low-rise residential areas where large-scale redevelopment is difficult, areas where redevelopment is promoted or planned are excluded.
The site evaluation focuses on areas with poor residential environments such as parking difficulties and feasible project execution, with evaluation criteria including ▲ whether small-scale housing maintenance projects are underway in the area, ▲ the status of on-street parking and lack of parks or other infrastructure, and ▲ urgency of the project such as aging rate. Bonus points are given based on residents’ willingness to participate, and a total score of 70 or higher is required to proceed to the final evaluation.
Additionally, through review by the relevant departments, among areas scoring 70 or higher, those where other projects are ongoing or planned and could cause issues if designated as Moa Town will be preemptively excluded.
Once selected as a Moa Town site, the respective autonomous district will establish a management plan, and Seoul City will designate it as Moa Town after procedures such as public inspection and integrated review. The cost required for plan establishment will be supported up to around 200 million KRW.

To block speculative demand such as share splitting, Seoul City plans to announce the ‘Right Calculation Reference Date’ on the first official announcement day (in April) after the contest selection announcement.
