[Asia Economy Reporter Jongil Park] Jo Young-hoon, Chairman of the Korea Association of City, County, and District Council Chairs (Chairman of the Jung-gu Council in Seoul), attended the 1st Central-Local Cooperation Meeting presided over by President Moon Jae-in at the Blue House on the 13th.
The Central-Local Cooperation Meeting is a horizontal governance platform under the president's leadership, where representatives of local governments and local councils, as well as heads of central government ministries, deliberate and decide on major policies related to local autonomy and balanced development. It operates as a second-level Cabinet meeting that determines important policies such as local autonomy and balanced development.
On this day, the cooperation meeting proceeded with the agenda including one resolution on the future operation plan of the Central-Local Cooperation Meeting, a report on measures to revitalize the regional economy, a report on the current status and future plans for promoting ultra-wide-area cooperation, and a report on the achievements of autonomy and decentralization and development tasks for the Autonomy and Decentralization 2.0 era.
After the meeting, Jo Young-hoon, Chairman of the Korea Association of City, County, and District Councils, attended a joint government briefing with Minister Jeon Hae-cheol of the Ministry of the Interior and Safety and the four heads of consultative bodies.

Chairman Jo stated, “Based on a close cooperative relationship between the central and local governments, we will do our best to solve regional issues,” and added, “Although the independence of personnel authority has been fully implemented with the enforcement of the Local Autonomy Act, the current regulations on administrative offices of basic councils have many structural constraints, revealing limitations in their role as representative bodies. I hope that the regulations related to administrative offices of local councils will be promptly revised to guarantee substantial independence of personnel authority.”
