Starting from the 13th, the revised Local Autonomy Act has been enforced, and local councils nationwide will have their chairpersons independently direct and supervise affiliated administrative staff, handling matters related to appointment, education, training, service, and discipline.
Since January last year, the Daegu Metropolitan Council formed an independent personnel authority planning team to organize the work system related to personnel authority and prepare for the enforcement of the revised law.
The council added one officer in charge and three teams to the organizational structure, enacted and revised 29 ordinances and regulations, rearranged the government building to secure working space, and established personnel systems, laying the foundation for organization, system, manpower, and working environment improvements.
The commemorative event was held to reflect on the significance of the strengthened powers and responsibilities of local councils for the first time in 30 years, and to renew determination and will for the start as an independent system, citizen happiness, and regional development.
The event proceeded with a report on the progress toward achieving independent personnel authority for local councils, the presentation of appointment letters to seven new executives, and a commemorative speech by Chairman Jang Sang-su.
Council members and council office staff performed a placard performance with slogans such as “Leading Policy Council,” “Council Feeling the Lives of the People,” “Open Council Together,” and “Communicating United Council.”
Before the commemorative event, Chairman Jang Sang-su signed the personnel appointment document for the Grade 4 executive-level council staff, marking the first exercise of the personnel authority granted to the chairman.
Following the executive-level personnel appointments, the council plans to complete the first regular personnel appointments by the end of this month with team leader-level staff below Grade 5.
The council intends to continue efforts to complete a sophisticated organizational system and fair personnel system, create conditions where talented individuals can demonstrate expertise and ability, and ensure organizational authority independence, financial decentralization, and guarantee of autonomous legislative rights.

Chairman Jang said, “Autonomy and decentralization must begin and end with the happiness of citizens and the development of the region,” adding, “We will communicate more closely and enhance our capabilities to deliver these changes and growth directly as benefits to citizens, creating a strong council that works properly.”
