View original image[Asia Economy Reporter Park Jong-il] Park Seong-su, Mayor of Songpa District, is set to conduct a feasibility study to attract the Korea National University of Arts (KNUA), which is preparing to relocate.
To this end, Mayor Park plans to commission a preliminary feasibility study as early as January and, based on the results, establish a master plan for attracting KNUA to proactively respond.
So far, the district has made multifaceted efforts with residents to attract KNUA. These efforts include launching a standing advisory group, expanding the district-wide attraction promotion committee, signing a business agreement with the Korea Federation of Artistic and Cultural Organizations, and forming agreements with Gangdong District and Hanam City to strengthen internal and external attraction foundations.
In particular, Mayor Park Seong-su personally visited related organizations last year to request active cooperation. On February 23 of last year, he met with Hwang Hee, Minister of Culture, Sports and Tourism, to convey the strong desire of residents to attract KNUA. Later, on May 3, he met with Seoul Mayor Oh Se-hoon and strongly urged the lifting of the development restriction zone.
This year, the district plans to prepare proactively for the Ministry of Culture, Sports and Tourism’s Campus Establishment Committee review scheduled for the first half of the year, based on more professional and comprehensive data. To this end, the district will commission the "Preliminary Feasibility Study for KNUA Relocation" in January.
The scope of the project covers the area around 445-11 Bangi-dong, including the planned site of 120,000㎡, totaling 467,985㎡.
The project consists of five main tasks: ▲ Investigation of local conditions ▲ Review of cases for lifting development restriction zones and feasibility of lifting the development restriction zone and changing urban management plans ▲ Establishment of a green campus blueprint reflecting the characteristics of an arts university ▲ Preparation of ecosystem impact mitigation plans such as biodiversity conservation management ▲ Analysis of ripple effects including annual investment plans and funding procurement methods.
Based on the study results, the district plans to actively address the critical issue of lifting the development restriction zone for the relocation candidate site, which must be resolved to attract KNUA. In the first half of the year, Songpa District will submit a proposal to the Ministry of Culture, Sports and Tourism, KNUA, and Seoul City, emphasizing the necessity of lifting the restriction and plans for building a green campus, actively promoting the site’s strengths as the optimal relocation location.

Mayor Park Seong-su stated, “Ahead of the final decision on KNUA’s relocation, Songpa District’s only remaining challenge is the lifting of the development restriction zone for the candidate site,” adding, “Based on the objective results of this study, we will verify Songpa District’s feasibility as the optimal site, engage in more active consultations with Seoul City, and create a decisive opportunity for the successful attraction of KNUA.”
