[Asia Economy Reporter Lee Jung-yoon] In connection with the case of Lee Seok-jun (25), who is accused of visiting the home of a woman under personal protection and killing her family, two employees of a district office and a private investigation agency who leaked the victim's personal information have been arrested and indicted.
The Cyber Crime Criminal Division of the Seoul Eastern District Prosecutors' Office (Chief Prosecutor Lee Seong-beom) announced on the 10th that Mr. A (40), a district office employee charged with violating the Personal Information Protection Act and the Act on the Aggravated Punishment of Specific Crimes (bribery), and Mr. B (37) and Mr. C (37), employees of a private investigation agency charged with violating the Personal Information Protection Act, have been arrested and indicted.
According to the prosecution, Mr. A used his authority to check vehicle registration information, granted for imposing road occupancy fines, to provide 1,101 pieces of personal information including addresses and vehicle details to a private investigator he met through Telegram. He received a bribe of 39.54 million KRW in exchange for providing the personal information. The crimes were committed over about two years starting from January 2020, and during the investigation of additional offenses by Mr. A, the prosecution confirmed that he illegally accessed and leaked the personal information of the victim in Lee’s case.
The prosecution also arrested and indicted Mr. B, who received 500,000 KRW from Lee to disclose the victim’s home address. Mr. B is charged with selling personal information in 52 cases and illegally installing a GPS tracker from July 2020 to December last year (violations of the Personal Information Protection Act and the Location Information Protection Act). During the investigation of private investigators, another employee, Mr. C, who mediated transactions between Mr. A and Mr. B, was also apprehended and brought to trial while in custody.
Furthermore, it was confirmed that the victim’s personal information was delivered to Lee through a total of four processes. The prosecution has arrested and is investigating other private investigators involved in this process: Mr. D (40), Mr. E (47), and Mr. F (47), who were partners running another private investigation agency. During the pursuit of these suspects, the prosecution and police cooperated to apprehend Mr. D.
