Lee: "Will Prevent the Inheritance of Dirt Spoon"
Strengthening Admission Fairness and Other Education Pledges
Announcement to Prevent Minor Debt Inheritance
[Asia Economy Reporter Oh Ju-yeon] Lee Jae-myung, the presidential candidate of the Democratic Party of Korea, emphasized his determination to eradicate the "inheritance of dirt spoon" by announcing education policy pledges and measures to prevent the inheritance of debt by minor heirs on the 10th.
On the morning of the same day, Candidate Lee stated, "The beginning of social inequality and disparity stems from the polarization of education," and emphasized, "The Lee Jae-myung administration will firmly establish state-responsible education from childcare to lifelong education." He presented eight major education pledges including ▲gradual integration of kindergartens and daycare centers, implementation of simultaneous dismissal at 3 p.m. in elementary schools ▲training one million innovative future talents in the digital era and providing one digital learning device per student ▲expansion of state responsibility for public education ▲introduction of a regional learning day system (Happy Friday) ▲establishment of an innovative system for regional universities ▲creation of a Korean-style shared graduate school system ▲transition to a lifelong learning system.
Regarding the college entrance examination system, he pledged to strengthen "fairness." This is interpreted as being mindful of the controversy over "double standards" that arose from allegations of admission fraud involving the daughter of former Minister of Justice Cho Kuk. Candidate Lee said he would establish and operate a "College Entrance Fairness Committee" to prevent admission fraud in early admission processes. He also added that universities with excessively high proportions of early admission selections would have their regular and early admission ratios adjusted reasonably.

Along with the education pledges, in his 43rd small but certain happiness (So-hwak-haeng) pledge, Candidate Lee stated, "We will properly protect young people so that they do not become credit delinquents burdened with their parents' debts that they cannot bear when taking their first steps into society," and "We will amend the Civil Act to prevent the inheritance of debt by minor children." According to Candidate Lee, the current Civil Act provides for a limited acceptance system where heirs can renounce inheritance or be responsible for parental debts only within the limits of inherited property. However, there is a condition that the legal representative must apply within three months from the date they become aware of this fact. Regarding this, Candidate Lee pointed out, "There are many cases where legal representatives, lacking legal knowledge or response ability, have taken on their parents' debts."
