Minister Hwang Hee Enhances Support Effectiveness Through On-Site Communication
Starting with the meeting on the 11th, comprehensive collection of opinions from the content industry sector

View original imageHwang Hee, Minister of Culture, Sports and Tourism, will meet with content industry stakeholders on the 11th at the National Museum of Modern and Contemporary Art Seoul to discuss effective support measures. The ministry plans to share this year’s directions and plans for projects such as the overseas expansion of Hallyu content, fostering broadcasting and video content, and copyright infringement response systems to further spread the achievements of Hallyu content. Minister Hwang said, "Despite difficult conditions such as the spread of COVID-19, Hallyu content is achieving remarkable success in the global market," and added, "We will closely communicate with the field and support the related industries."
The project implementation plan has already been set. The Ministry of Culture, Sports and Tourism will support 4.5 billion KRW for promotion and marketing of Hallyu-related companies and associated industry companies. It will invest 4 billion KRW to establish promotional centers at overseas bases and allocate 2 billion KRW for Hallyu expos conducted jointly with related ministries. Additionally, 9.2 billion KRW will be provided for the Korean Culture Festival, which is planned separately for the K-pop and drama sectors.
The scale of fostering the immersive content industry is also considerable. The ministry will invest 6 billion KRW in the production and experience of immersive content using popular intellectual properties (IP) such as films, webtoons, and games, and spend 7 billion KRW on nurturing talent in immersive content and artificial intelligence fields. Furthermore, 15.6 billion KRW will be supported for immersive content production utilizing collections from national cultural facilities such as museums, art galleries, and libraries.
The scale of fostering the broadcasting and video content industry is 40.8 billion KRW, which is 13.1 billion KRW more than last year. It will allocate 4.2 billion KRW for newly established planning and development such as proposal contests, 26.8 billion KRW for producing excellent content with export competitiveness, and 9.8 billion KRW for producing local language subtitles and dubbing. Additionally, 11.6 billion KRW will be invested in supporting the production of specialized content for online video services, with a new requirement that production companies hold the IP.
The ministry will also support 17.7 billion KRW over three years to respond to copyright infringement of Hallyu content. It will establish a comprehensive copyright infringement response system to create a proactive and efficient response framework. An official explained, "The system will integrally handle the step-by-step work process from infringement recognition to review and action," adding, "The introduction of automated search technology and monitoring and review systems based on public-private cooperation will be the starting point."

The Ministry of Culture, Sports and Tourism will comprehensively collect field opinions starting with this meeting. As a COVID-19 prevention measure, non-face-to-face opinion collection will also be conducted through public institution websites by sector, YouTube, and social networking services (SNS). An official said, "Anyone can present opinions and communicate on websites of all public institutions under the ministry, including the Korea Arts Council, Arts Welfare Foundation, Game Management Committee, Video Rating Board, Korea Tourism Organization, and Korea MICE Association."
