On the 10th, the animal rights organization 'CARE' posted on Facebook a video showing a dog tied to a leash and abused. The organization stated, "(This video was taken in Yeonsinnae, Eunpyeong-gu, Seoul) in front of Sunil Girls' High School on the 9th," adding, "The abuser spins the small dog in the air with a completely indifferent attitude as if it were a repeated act."
In the released video, a man tightly holds the dog's leash and swings it in the air. The dog struggles and whines in the air, choked by the leash, but the man ignores it and repeatedly abuses the dog by throwing it on the ground or hitting it hard with his palm.
The organization explained, "The dog was dangling and could hardly resist, but the abuser, seemingly more enraged, hit the dog hard again, committing a clear act of animal abuse."
They also announced plans to report the abuser for violating the Animal Protection Act. The organization said, "Although the abuser's identity is still unknown, we will report this abuser for violating the Animal Protection Act so that an investigation can begin. If anyone knows the abuser's identity, please provide information," adding, "Even before receiving tips, we will start searching from tomorrow morning and will definitely rescue the dog."
Previously, in Pohang, Gyeongbuk Province, perpetrators who abused dogs in a similar case were fined. On April 24, the Daegu District Court Pohang Branch Criminal Division 3 (Judge Park Jin-sook) announced that two women in their 20s, charged with violating the Animal Protection Act, were each fined 1 million won. They were prosecuted for spinning a dog's leash in the air and tormenting the dog while walking their pet in an alley in Buk-gu, Pohang, Gyeongbuk, on December 28 of last year.
