This comes more than seven years after the 151-story Incheon Tower project was canceled in 2015 due to a downturn in the real estate market and worsening development conditions.
The Incheon Free Economic Zone Authority and the private sector consortium Bluecore Consortium held a public briefing session on the 6th and 8th districts of Songdo on the 7th, unveiling a development blueprint that includes this plan.
The Bluecore Consortium envisions constructing two symbolic landmark buildings befitting the status of an international city.
Landmark I is planned as a 103-story (420m) skyscraper on 1.28 million square meters around the artificial lake at Songdo Waterfront, featuring a hotel, observatory, office, residential, shopping, and exhibition facilities. The location is at the center of the public bidding site, with a direct view of the Incheon Bridge, the gateway to South Korea.
If the 103-story tower is actually built, it will become the second tallest building in the country after the Lotte World Tower in Jamsil (555m, 123 floors).
Landmark II, to be constructed by the lake in districts 6 and 8, will feature a globally unique design selected through an international design competition.
The Bluecore Consortium also plans to create a complex urban theme park along the coast, including a seaside amusement park, marine observatory, Ferris wheel, and aquarium.
Originally, the coastal residential site (A7) will be converted into a beach theme park to establish marine-friendly tourism infrastructure that attracts both general citizens and tourists.
Additionally, a distinctive 1.5 km themed street will be developed connecting Dalbit Festival Park Station, passing Landmark Tower I, and extending to the coastal theme park. The waterfront lake will be enhanced with water leisure marinas, musical fountains, and water performance stages to significantly expand the waterfront space.
Office facilities for the Fourth Industrial Revolution and corporate attraction have also been secured.
Utilizing the geographical advantage of the Dalbit Festival Park Station area, an international business district will be established, and a second startup park will be built to support Fourth Industrial Revolution startups and expand youth-centered employment opportunities.

Emphasis will also be placed on securing green and leisure spaces for citizens, including an 18-hole public golf course and a 5 km jogging course around the golf course.
The Incheon Free Economic Zone Authority plans to submit the 1.28 million square meter Songdo development plan, prepared through negotiations with the Bluecore Consortium, to the city’s investment attraction planning committee for review. If approved, consultations with relevant government departments will begin to amend the Songdo development and implementation plan.
