[Asia Economy Reporter Lee Junhyung] The Korea Federation of Small and Medium Business (Kbiz) announced on the 6th that it has jointly published the "Safety Management Diagnosis Manual for Small and Medium Enterprises in Response to the Serious Accidents Punishment Act" with the Korea Employers Federation ahead of the enforcement of the Serious Accidents Punishment Act on the 27th of this month.
This manual was created in an easy-to-understand checklist format so that small and medium enterprises can identify whether they are complying with the Serious Accidents Punishment Act and adhere to it. It includes 20 necessary document templates as well as five actual field case studies. The manual is composed of Chapter 1 'Introduction,' Chapter 2 'Explanation of the Serious Accidents Punishment Act and Enforcement Decree,' Chapter 3 'Self-Diagnosis Checklist for Serious Accidents Punishment Act in Small Business Sites,' Chapter 4 'Workplace Safety Management Diagnosis Cases and Management Plans,' and Chapter 5 'Appendix.'

View original imageKbiz plans to distribute the manual to small and medium enterprises and cooperatives nationwide to help them respond to the enforcement of the Serious Accidents Punishment Act. It also intends to urge the government to implement support measures for small and medium enterprises, such as 'establishing exemption provisions for management responsibility punishment' and 'expanding support for costs related to outsourcing safety and health law compliance inspections and improvements of aging machinery and equipment.'
Meanwhile, although the enforcement of the Serious Accidents Punishment Act is just three weeks away, many small and medium enterprises are struggling to spend on safety management due to unclear understanding of the law or worsening business conditions. According to a recent survey conducted by Kbiz, 53.7% of small manufacturing companies responded that it is difficult to comply with the mandatory requirements of the Serious Accidents Punishment Act.

Lee Taehee, head of the Smart Job Division at Kbiz, said, "This manual was created to help small and medium enterprises struggling to respond to the Serious Accidents Punishment Act understand the law more easily and apply it in the field." He added, "Along with distributing the manual in the future, we will actively collect field difficulties and opinions from small and medium enterprises to pursue legislative supplementation and system improvement."
