First On-Site Visit of the New Year, 'Gangneung~Jejin' Railway Groundbreaking Ceremony... A Message of Peace on the Korean Peninsula
[Asia Economy reporters Ryu Jeong-min and Lee Ji-eun] On the 5th, President Moon Jae-in attended the 'Gangneung~Jejin Railway Groundbreaking Ceremony' held at Jejin Station, the northernmost station in South Korea located in Goseong-gun, Gangwon Province, and delivered a message for peace and prosperity on the Korean Peninsula.
President Moon chose the symbolic site of inter-Korean railway connection as his first field visit of the new year in the morning, but the significance of the event was diminished as North Korea launched a projectile presumed to be a ballistic missile.
Although North Korea's missile launch occurred before President Moon's visit to the East Sea line site, it dealt a political blow to the Blue House's plan to use the event to revive the meaning of improving inter-Korean relations and economic cooperation.
Earlier, the Blue House put great effort into selecting the first field visit site of the year, and Jejin Station was the final choice. The 111.74 km section between Namgangneung Signal Station and Jejin Station is the only disconnected segment on the East Sea line axis.
This project requires a total budget of 2.7406 trillion won and is currently under design and construction with the goal of opening by the end of 2027.
Shin Hye-hyun, deputy spokesperson of the Blue House, explained, "This event was organized to confirm that efforts to implement the 'Inter-Korean Railway and Road Connection and Modernization Project,' which South and North Korea agreed to prioritize in the April 2018 Panmunjom Declaration, have not stopped."
President Moon conveyed that dialogue and economic cooperation in inter-Korean relations are not things that come by themselves but must be prepared and created. He urged to focus efforts on preparing the inter-Korean community based on railway cooperation.
The East Sea line connection is also linked to the plan to connect the continental railway network from Busan Port to Eurasia. It is connected to the Moon Jae-in administration's national agenda to establish a Northeast Asian economic community through an integrated railway network on the Korean Peninsula.
However, the situation became complicated due to North Korea's sudden actions. North Korea's missile launch was carried out at a delicate time and place. Launching missiles toward the East Coast while President Moon was scheduled to move to Gangwon Province itself is an act that could escalate tensions in inter-Korean relations.

Meanwhile, regarding North Korea's missile launch, the Blue House convened a Standing Committee meeting of the National Security Council (NSC), attended by National Security Office Director Suh Hoon and others, to discuss response measures.
