NATO to Hold 'NATO-Russia Council' Next Month

On the 25th (local time), dpa news agency reported this, citing a NATO official.
The Russian Ministry of Foreign Affairs stated that they have received such a proposal but are still reviewing it.
Recently, there have been claims that Russia is preparing to attack Ukraine in early next year by moving a large force of about 100,000 troops to the border area with Ukraine. This has heightened tensions.
