On the 16th, the Ministry of Culture, Sports and Tourism announced the appointment of Kim Hyung-hee, representative of the Korean Disabled Expression Arts Alliance, as the chairman of the Korea Disabled Culture and Arts Institute. The term is three years. Chairman Kim, an artist who founded the Korean Disabled Expression Arts Alliance in 2007, has led the enjoyment of culture for people with disabilities by operating various programs such as art therapy, expression arts academy, dance drama, concerts, and exhibitions. In 2017, she produced the original musical "Bisang," based on the true story of a polio-disabled violinist, leading the development of culture and arts for people with disabilities.

The Korea Disabled Culture and Arts Institute is a foundation that carries out the promotion of culture and arts for people with disabilities. Based on the Act on Support for Cultural and Artistic Activities of Disabled Artists, it has been designated as the sole institution responsible for supporting cultural and artistic activities of disabled artists. It also operates the Disabled Culture and Arts Center "Ieum," a facility dedicated to culture and arts for people with disabilities, under consignment. Minister Hwang Hee of the Ministry of Culture, Sports and Tourism urged, "Please work to expand creative opportunities for disabled artists and promote the enjoyment of culture for people with disabilities."
