[Asia Economy Reporter Kang Nahum] On the first day of the COVID-19 vaccine pass enforcement on the 13th, many citizens experienced inconvenience due to errors occurring in vaccine certification applications (apps) such as Naver, Kakao, and QOOV.
According to health authorities, starting around 11:30 a.m. that day, QOOV, the vaccine certification app operated by the Korea Disease Control and Prevention Agency, experienced access failures, causing users difficulty in proving their vaccination status. Similar errors were also identified in the QR code systems of Naver and Kakao, making their use difficult.
Since the access failures occurred during lunchtime, citizens' inconvenience was compounded. Some citizens had to turn away at restaurant entrances because QR codes did not appear, and posts continuously appeared on online communities reporting that QR code generation delays caused them to waste 20 to 30 minutes.
The access failure appears to be due to overload caused by a large number of simultaneous connections. A health authority official stated, "Due to sudden access overload today, we caused inconvenience in using the electronic entry log and QOOV app," and added, "We are urgently coordinating with related agencies and taking emergency measures to facilitate smooth use."
Naver and Kakao also confirmed, "We have identified errors occurring in QR code generation," and said, "We are currently assessing the situation."

Meanwhile, starting today, fines and penalties will be imposed for violations of vaccine pass guidelines at multi-use facilities such as restaurants and cafes. To enter facilities where the vaccine pass is applied, one must submit a vaccination certificate or a negative polymerase chain reaction (PCR) test result.
