Representative Lee Hyung-seok's Proposed 'Road Traffic Act Amendment' and 4 Other Bills Approved with National Assembly Alternatives Reflected

Lee Hyung-seok (The Democratic Party of Korea, Gwangju Buk-gu Eul) announced on the 10th that five bills, including the "Partial Amendment to the Road Traffic Act," which he sponsored, were reflected as alternatives and passed at the plenary session of the National Assembly.
Among the five bills passed with alternatives reflected, the "Partial Amendment to the Road Traffic Act" contains provisions to strengthen pedestrian safety within apartment complexes.
Until now, roads inside apartment complexes equipped with entrance barriers were considered "areas outside the road," creating a loophole where drivers were exempt from liability for traffic accidents caused by gross negligence, except in cases of drunk driving.
To address this "blind spot" in pedestrian safety, Rep. Lee proposed the amendment, and the "Partial Amendment to the Road Traffic Act," reflecting the contents of the amendment, was approved at the bill subcommittee of the National Assembly's Public Administration and Security Committee held last month.
By adding "places outside the road" to locations where vehicle drivers have an obligation to protect pedestrians, traffic safety has been strengthened so that drivers must comply with pedestrian protection obligations even within apartment complexes in the future.
Along with this, the "Partial Amendment to the Act on the Handling of Civil Complaints," which was proposed with the same intent to protect public officials handling civil complaints from verbal abuse and assault by complainants, was also reflected as an alternative in the partial amendments to the State Public Officials Act and the Local Public Officials Act.
In particular, provisions originally included in Rep. Lee’s amendment, such as ▲mandatory protective measures by appointing authorities for civil complaint handling officials and ▲the right of civil complaint handling officials to request protective measures, were also reflected as alternatives.
Additionally, the "Partial Amendment to the Local Tax Basic Act," which adds judicial police officers as recipients of seized items through investigations of local tax violation cases by heads of local governments, and the "Partial Amendment to the Restriction of Special Local Taxation Act," which includes grounds for acquisition tax reductions by the Korea Environment Corporation, also passed the National Assembly plenary session.
Meanwhile, the "Partial Amendment to the Restriction of Special Local Taxation Act," aimed at expanding the acquisition tax reduction limit for Casper, was also approved at the plenary session.
