Helping Vulnerable Workers Make a Living... Busan City Supports Income Loss Compensation for COVID-19 Self-Quarantine
[Asia Economy Yeongnam Reporting Headquarters, Trainee Reporter Hwang Du-yeol] Busan City has taken steps to protect the health rights of vulnerable non-regular workers.
Following the first half of the year, Busan City has decided to provide ‘Income Damage Compensation for Vulnerable Workers during COVID-19 Self-Quarantine’.
The income damage compensation for self-quarantine encourages vulnerable workers who avoid testing due to the burden of self-quarantine despite having suspected COVID-19 symptoms to get tested with peace of mind. The compensation covers income losses caused by self-quarantine, which the city will reimburse.
The eligible recipients are vulnerable non-regular workers including ▲part-time workers (working less than 40 hours per week) ▲daily workers ▲special-type workers, and the city will provide a total compensation of 230,000 KRW per person, consisting of 30,000 KRW for medical expenses and 200,000 KRW as compensation.
The conditions are ▲being registered as a resident in Busan City from before June 1, 2021, until the application date, and ▲having voluntarily undergone a COVID-19 diagnostic test after June 2, 2021, followed by self-quarantine until the test result notification (negative result).
Those who received compensation through the first phase of the project in the first half of the year, those confirmed positive for COVID-19 after testing, or those subject to mandatory self-quarantine are excluded from eligibility.
Applications can be submitted from the 1st of the month via the Busan City Hall website or by mail.

Na Yoon-bin, Busan City’s Public Livelihood and Labor Policy Officer, stated, “We expect the income damage compensation to have two effects: protecting the livelihood of vulnerable non-regular workers and encouraging COVID-19 diagnostic testing.”
