Operation of the 'Construction Site Recruitment Order Reporting Center'... Strengthening Protection of Whistleblower Identity
The Ministry of Land, Infrastructure and Transport announced that it will operate the 'Construction Site Recruitment Order Reporting Center' starting from the 24th to resolve conflicts at construction sites.
Construction sites often experience unfair practices such as solicitation and coercion related to the recruitment of construction workers and construction equipment rental contracts, and local residents frequently suffer from protests and noise.
To resolve such conflicts at construction sites, the Ministry established the Construction Industry Conflict Resolution Center in July 2019 in cooperation with labor unions and construction associations, but no reports were actually received due to concerns about the exposure of informants' identities.
On the other hand, since the inspection and supervision of the 'Construction Site Illegal Activities Task Force' led by the Office for Government Policy Coordination began in October, reports of illegal activities related to personnel recruitment and equipment rental have continued to be submitted to the Office for Government Policy Coordination, the Ministry of Land, Infrastructure and Transport, and the Ministry of Employment and Labor.
Accordingly, the Ministry decided to unify the reporting channels scattered across various ministries and establish a reporting center within the Ministry to systematically manage reports.
The reporting center accepts reports via phone or email regarding unfair solicitation, pressure, or coercion related to the recruitment of construction workers or the rental of construction equipment, as well as acts that interfere with construction work for such purposes.
Received reports are forwarded to relevant authorities such as the Ministry of Employment and Labor, the Fair Trade Commission, and the National Police Agency according to the type of violation, and after detailed investigation and verification of the reports, punishment is enforced if laws are violated.
The government thoroughly guarantees the confidentiality of informants so that anyone can report with confidence.

Kim Kwang-rim, Director of the Construction Industry Division at the Ministry of Land, Infrastructure and Transport, stated, "For effective sanctions and eradication of illegal activities, cooperation from affected workers and companies in the investigation and verification of reports is essential," urging active cooperation.
