According to the Ministry of Justice on the 19th, Minister Park, who is visiting Washington D.C., USA, mentioned this during a lecture at George Washington University on the 18th (local time), saying, "Promises based on mutual trust and the establishment of norms that guarantee these promises are the starting point for moving toward peace in an unstable confrontation system."
In his lecture on inter-Korean relations that day, Minister Park also argued that "we must reopen dialogue in the strong confrontation structure of nuclear development and sanctions against North Korea." He emphasized that starting with dialogue, political negotiations and consultations should follow, leading to legislation and concrete implementation.
He particularly said, "Legal professionals from South and North Korea live under different systems but share the language of law," adding, "The trust built through exchanges and cooperation between South and North Korean legal professionals and the legislation embodying that trust will be an important asset for denuclearization." He continued, "It is most important that war does not break out on the Korean Peninsula now, that peace must be established, and that the level of exchange and cooperation must be raised to a much higher level than it is now."
Additionally, Minister Park stated, "The experience of inter-Korean relations being shaken amid the fluidity and uncertainty of international politics has been repeated many times historically, and this fact can be easily confirmed even by looking at recent inter-Korean relations," adding, "I want to place a stepping stone made of law on the unstable river of international politics."
He also mentioned the pain caused by division. Minister Park said, "I also think it would be good to hold meetings in the form of a South-North legal professionals conference with the agenda of legally reviewing family relations between South and North Korea."
