On the 15th, the Danyang Police Station in Chungbuk announced that they have booked and are investigating Mr. A on charges of violating the Animal Protection Act for tying a dog to his car and driving on the highway.
According to the police, on the afternoon of the 27th of last month, near Bukdanyang IC on the Jungang Expressway heading toward Yeongju, Mr. A tied his dog to an open-type SUV (Sports Utility Vehicle) and was stopped by a driver following behind.
Mr. A stated, "Shortly after entering Bukdanyang IC, the car behind honked, so I stopped the car and found the dog tied to the vehicle. I had tied the dog with a leash in the cargo area, but it seems the dog jumped out after entering the highway."
The dog suffered abrasions on the claws of both hind legs but reportedly had no serious injuries.
A police official said, "Although the vehicle was traveling at over 100 km/h at the time, the dog appeared unharmed, which suggests it was tied to the car for only a short time."
The animal rights organization Animal Rights Action Kara filed a complaint against Mr. A at the Danyang Police Station on the 9th and urged a thorough investigation. Kara stated, "A witness driving behind the vehicle happened to see the scene, honked loudly, and flashed lights to signal the driver, but the driver, who was speeding on the highway with the dog hanging, ignored the signals from surrounding vehicles and continued driving."
