Legislative Training in Preparation for the 2nd Regular Session

[Asia Economy Yeongnam Reporting Headquarters Reporter Choi Soon-kyung] The Hapcheon County Council in Gyeongnam will conduct legislative training for 20 council members and staff on the 9th in preparation for the 2nd regular session of 2021.
Held over a 3-day, 2-night schedule at the Comodo Hotel in Gyeongju, this training features lectures by Professor Kim Chang-beom from Konkuk University's Department of Business Administration on "Budget and Settlement Review and Administrative Audit Techniques," practical training on the Improper Solicitation and Graft Act by former professor Lee Hyun-sil of the Korea Productivity Center, and a session by Professor Park No-su, who is the head professor of the high-level legislative policy course at the University of Seoul, on "Local Council Responses and Tasks Following the Complete Revision of the Local Autonomy Act."
In particular, the administrative audit conducted this time has been changed from June each year to November starting this year, resulting in an audit period covering 17 months from May 2020 to September 2021. This requires a strategy of selection and concentration on the vast areas of county administration.

Chairman Bae Mong-hee said, "Since the administrative audit, which was conducted in the first half of the year from 2000, will be held at the end of the year starting this year, the extended audit period and the operation of a regular session lasting more than 30 days will likely increase the burden on council members. As this training is conducted amid increased local events and busy schedules due to With-Corona, I hope it will be carried out substantively and serve as a solid preparation activity for the regular session."
