Senior Officials, Military Personnel, and Police Fall Short of H1 'Female Representation' Targets
2021 First Half Implementation Check Results: 4 Areas Not Achieved
Local Government Section Chiefs and Local Public Enterprise Managers Exceeded 2022 Targets
[Asia Economy Reporter Han Jinju] A review of the implementation performance of women's representation in the public sector for the first half of this year revealed that senior public officials, military officers, and general and maritime police did not meet this year's targets.
On the 29th, the Ministry of Gender Equality and Family announced that the Gender Equality Committee conducted a written review of the "Plan to Enhance Women's Representation in the Public Sector" implementation results for the first half of 2021 and two agenda items related to the public sector gender equality innovation promotion plan.
The policy to enhance women's representation in the public sector sets target ratios for women in managerial positions by sector and monitors implementation performance. The first half implementation review showed that 8 out of 12 sectors achieved their targets ahead of schedule this year. Local government department heads (23.3%) and local public enterprise managers (11.8%) exceeded their 2022 targets even after those targets were raised.
Senior public officials recorded 9.3%, falling short of the target (9.6%). Military officers (7.9%), general police (13.5%), general police managers (6.2%), and maritime police (13.1%) also only achieved about 95% of their targets. The Ministry of Gender Equality and Family expects the remaining sectors to meet their targets within the year.
For military officers, the 2021 Defense Gender Equality Policy Implementation Plan was established, expanding the proportion of female military personnel to 7.9% in the first half, up from 7.5% the previous year, and increasing female assignments in remote units. General and maritime police recruited female officers at levels of 25-30% during new hires and mandated female participation on promotion review committees. The maritime police established the "Maritime Police Gender Equality Policy Basic Plan" to strengthen the foundation for a gender-equal organization and expanded recruitment of officer candidates and promotions to managerial positions at the rank of superintendent and above.
The Ministry of Gender Equality and Family plans to promote sector-specific policies to enhance women's representation in cooperation with related ministries and strengthen performance management in the second half of the year to achieve the 2021 targets across all sectors.
