Sex Offenders Violating Registration Obligations: 5,498 Cases Last Year... Doubled in 3 Years

[Asia Economy Reporter Lee Gwan-joo] It has been revealed that the number of sex offenders who violated the obligation to register personal information exceeded 5,000 last year.
According to the National Assembly audit data submitted by the National Police Agency to Han Byung-do, a member of the National Assembly's Public Administration and Security Committee from the Democratic Party of Korea, the number of people caught for violating the obligation to submit new or updated information and for photo-taking among those required to register personal information increased more than twofold in three years, from 2,161 in 2017 to 5,498 last year. From January to July this year, 2,657 people were also caught.
By violation type, the number of violations of the obligation to report new information rose from 650 in 2017 to 1,558 in 2020, and violations of the obligation to report updated information increased from 1,480 to 3,770 during the same period.
All individuals required to register personal information must visit a police station annually for photo-taking, but there were cases of non-compliance. As of July this year, 136 people failed to comply, far exceeding last year's 47.
There were also significant differences in personnel managing those required to register personal information by city and provincial police agencies. Daegu Police Agency manages 21 individuals per staff member, whereas Gwangju Police Agency manages as many as 39 individuals per staff member.
Meanwhile, the number of individuals required to register personal information increased from 47,547 in 2017 to 80,939 last year.

Assemblyman Han said, "As of last year, the number of individuals required to register personal information has exceeded 80,000, making management and supervision increasingly important," adding, "Since thousands of sex offenders violate the obligation to register personal information each year, stricter management and supervision are necessary."
