Successful Registration Pilot Project Using New Technology (Drones) on Islands Like Goheung and Wando, Where Access Was Difficult and Finding Study Registration Methods Was Challenging
[Asia Economy Honam Reporting Headquarters Reporter Kim Chunsu] Lim Jong-sam, head of the Cadastral Project Office at the Gwangju-Jeonnam Regional Headquarters of Korea Land and Geospatial Informatix Corporation (LX), announced on the 31st that he received the Prime Minister's Citation for National Spatial Information Development Merit in 2021 on the 26th.
Director Lim succeeded in an experimental project registering islands such as Goheung and Wando, which had been difficult to access and could not be registered in the cadastral register, by utilizing new technology (drones) to promote efficient use and management of the land.
He also established an industry-academia mutual cooperation system by conducting employment briefings, donating surveying equipment, donating in-house software, and providing education to nurture talent related to cadastral and spatial information in the jurisdiction.
Lim Jong-sam said, “I have always prioritized the bonds among employees and exercised a brotherly (fatherly) leadership, doing my best to create a good atmosphere along with harmony and unity in the workplace.”
He added, “In the era of smart land, I contributed to building digital cadastral information by discovering infinite possibilities through cutting-edge equipment, surveying technology, and efficient personnel management.”
He is also evaluated as having greatly contributed to the development of spatial information by presenting a reasonable direction for coexistence with the private sector through the pilot operation of the responsible agency for cadastral re-survey projects such as spatial information.
Director Lim explained, “We simplified cadastral administrative procedures through annual city and province win-win cooperation meetings, and shared cadastral surveying and cadastral administrative work with LX, cities, and provinces at workshops for about 150 new cadastral workers, providing time for communication.”
He especially added, “In 2019, by visiting 34 public institutions and cadastral authorities and strengthening bonds and cooperation with related organizations, I performed work for 25 out of 27 local governments leading the pioneering cadastral re-survey project, creating various added values by converging and fusing spatial information and diverse administrative information to efficiently manage the land.”

Finally, he said, “I will take the lead in resolving social polarization through interest and participation in socially marginalized groups in the future. I will also lead the creation of a harmonious workplace atmosphere based on harmony and cooperation among employees by regularly donating blood and frequently visiting senior centers and welfare facilities, participating in volunteer activities.”
