Yoon Hee-sook Declares Resignation After Father's Real Estate Illegal Allegations Exposed
Resignation Under National Assembly Law Requires Majority Attendance and Approval
Jung Cheong-rae: "No Successful Resignation Cases... Likely to End as a Resignation Show"
[Asia Economy Reporter Yoon Seul-gi] On the 25th, Yoon Hee-sook, a presidential pre-candidate from the People Power Party, held a press conference at the National Assembly and announced that she would resign from her position as a member of the National Assembly and would not run for president, following allegations of illegal real estate activities related to her father. However, according to the National Assembly Act, more than half of the total members of the National Assembly must approve Yoon Hee-sook's resignation, so it is expected that resignation will be difficult without the consent of the Democratic Party of Korea.
According to Article 135 of the National Assembly Act, a member's resignation can be approved by resolution, and the approval is decided by a vote. A resignation letter submitted during a session is resolved by a secret ballot in the plenary session, requiring the attendance of more than half of the total members and a majority vote in favor. When the resignation approval agenda is brought to the plenary session, the majority seats held by the Democratic Party are in charge of the decision.
After Yoon announced her resignation, Jeong Cheong-rae, a member of the Democratic Party of Korea, posted on his Facebook that "It is difficult for a member of the National Assembly to resign. Many members have previously declared their resignation for various reasons, but there has been no successful case," and added, "Voluntary resignation of a member is a matter for the plenary session's resolution. The Speaker of the National Assembly neither submits such an agenda nor is it likely to pass even if submitted."
Jeong also said, "Although Yoon Hee-sook held a tearful resignation press conference, tremendous effort is needed to carry out her intention. My intuition says it will be difficult to succeed," and criticized, "It is likely to end as a resignation show, but you never know."
When pointed out at the press conference that the consent of the Democratic Party is necessary for her resignation, Yoon said, "It is hard to expect that the majority party, the Democratic Party of Korea, would refuse to process my resignation proposal after I fiercely attacked their presidential candidate," and added, "The Democratic Party will very happily approve the resignation."

Meanwhile, on the 23rd, the Anti-Corruption and Civil Rights Commission announced allegations of illegal real estate activities involving 12 members of the People Power Party. Yoon was included on the list due to allegations of her father's violation of the Farmland Act. The party leadership judged that it was not the member's own issue and that there was sufficient explanation, so they did not raise the issue regarding Yoon. However, Yoon declared her resignation, saying, "I am sorry for causing concern to the public."
