Publishing a Book on Active Discovery of Blind Spots in Welfare Fields and Excellent Cases of Support for Crisis Households
[Asia Economy Reporter Lim Cheol-young] On the 25th, the Seoul Metropolitan Government announced that it has published a casebook of proactive administrative field measures, compiling cases where citizens actively helped to identify welfare blind spots and support vulnerable households at welfare sites such as district community service centers in August.
The casebook contains vivid details of 35 representative cases, including crisis situations encountered in actual welfare sites, various efforts by district community service centers and welfare centers to resolve them, and the characteristics of vulnerable households by case.
The main types of cases include ▲ cases where public and private sectors actively cooperated to identify vulnerable households ▲ cases where various welfare services tailored to the characteristics of the recipients were provided in a complex manner ▲ cases where support was extended beyond standard criteria to resolve crisis situations. In particular, it includes cases where support was provided through a "guarantee first, verification later" approach to help escape urgent crises, or where exceptions were made to support recipients who did not meet support criteria or exceeded welfare service usage limits, thereby supplementing institutional limitations through comprehensive judgment and actively providing support.
