Visitors to the Seoul Metropolitan Area Are Afraid to Fill Out Entry Logs Afterwards

This was because a person residing in the Seoul metropolitan area had just recorded their information in the visitor log right in front of them.
A said, “After seeing the record of a visitor from the metropolitan area, I was afraid to touch the pen,” and added, “I looked around the restaurant for QR code authentication or Safe Number authentication, but nothing was prepared.”
There were about 30 customers seated in the restaurant, but at a glance, the number of visitor records was much less compared to the number of customers.
After the metropolitan area resident, no one else wrote a visitor record, and A said they were afraid to touch the pen that many people had handled without disinfection.
In the case of Suncheon-si, there was a precedent where the COVID-19 virus was detected on door handles, so this is claimed to be a health administration ignoring past experiences.
As of the previous day, on the 20th, Suncheon-si reported 10 additional confirmed COVID-19 cases.
There is an argument that it is questionable to make people grab a pen without installing QR codes or Safe Numbers during a period when COVID-19 is rapidly spreading.
Some local governments provide partial or full subsidies for the installation and operation of Safe Numbers.
A Suncheon-si Public Health Center official said, “There are significant loopholes in the Safe Number system. Recently, in Busan, visitors only pretended to press the Safe Number, which caused difficulties in quarantine,” and added, “The Safe Number is managed by another department.”
The top priority in COVID-19 quarantine administration is to track the movements of confirmed cases and identify close contacts to block the movement paths of additional confirmed cases.
Accordingly, all means such as QR codes, Safe Numbers, and visitor logs should be thoroughly utilized, but the health center official’s explanation was full of excuses.
The official in charge of the Safe Number department said, “We plan to expand the Safe Number support service starting next month,” and “We will eliminate these inconveniences and anxieties as soon as possible.”
Suncheon-si plans to expand the Safe Number service from next month with a 30% budget subsidy from Jeollanam-do.
Meanwhile, there are concerns about the limited support for Safe Numbers.
When phone bills and other costs are limitedly supported for small business owners who install Safe Numbers, there is a concern that the business’s verification of whether visitors properly pressed the Safe Number may become negligent.

Questions have also been raised about whether businesses would check each visitor’s Safe Call despite the burden of phone bills during already difficult times, leading to calls for the government, local governments, and KT to actively respond for COVID-19 quarantine.
