[Asia Economy Reporter Han Jinju] The child care leave that public officials could use up to 2 days annually has been changed to 'family care leave' of about 10 days per year. Special workers such as artists will also receive prenatal and postnatal benefits in cases of childbirth or miscarriage. These are policies improved through gender impact assessments in central government ministries.
On the 17th, the Ministry of Gender Equality and Family reported the '2020 Comprehensive Analysis Results of Gender Impact Assessments' conducted by 306 central administrative agencies and local governments at the Cabinet meeting. The ministry conducted gender impact assessments on a total of 29,906 cases including laws and projects from 203 agencies, established 8,528 improvement plans, and completed 3,811 of these improvements. The number of improvement plans established increased by 5.4% compared to the previous year, and the number of completions increased by 12.9%.
Key policy examples include the Ministry of Employment and Labor including special-type workers and artists under employment insurance coverage, enabling them to receive job-seeking benefits and prenatal and postnatal benefits in cases of involuntary unemployment. The Ministry of Agriculture, Food and Rural Affairs strengthened maternity rights protection for female farmers by including pregnancy or within six months postpartum as reasons for entrusting or leasing farmland by farmland owners. Hoengseong County in Gangwon Province improved the regulation on lifelong education program tuition fee reductions by changing 'single-parent family women' to 'single-parent family members.'
Through specific gender impact assessments analyzing major policies closely related to citizens' lives from a gender equality perspective, the Ministry of SMEs and Startups reflected the gender status of executives and employees in the electronic disclosure items of venture capital companies and managed gender statistics of participants in startup support projects. The Ministry of Culture, Sports and Tourism strengthened measures to prevent sexual crimes by supporting self-diagnosis consulting and online education to prevent illegal filming at Korean tourism quality certified accommodations such as lodging businesses.
The Ministry of Gender Equality and Family plans to submit the comprehensive analysis results of the gender impact assessments to the National Assembly by the end of this month, disclose them on the ministry’s website, and publish a casebook.

Minister Jeong Young-ae of the Ministry of Gender Equality and Family said, "Gender impact assessment is an important system that carefully examines whether there are any gender-discriminatory elements in laws or government policies to ensure that both men and women can equally benefit from policies," adding, "We will continue to promote the gender impact assessment system more substantively so that government policies can be established and implemented with gender equality."
