On the afternoon of the same day, the Ministry of Justice held a parole review committee meeting at the Government Complex Gwacheon and announced that Vice Chairman Lee was included in the final list of parolees commemorating Liberation Day. Park Beom-gye, Minister of Justice, explained, "Vice Chairman Lee Jae-yong of Samsung Electronics was included in this parole in consideration of the prolonged COVID-19 pandemic's impact on the national economic situation and the global economic environment."
The review committee decided on parole eligibility by considering factors such as the rate of sentence served, risk of recidivism, correctional performance, motive for the crime, and social sentiment. Vice Chairman Lee met the minimum requirement of serving more than 60% of his sentence and was evaluated as a model prisoner, allowing him to be included as a parole candidate. According to the committee's final decision, he is expected to be released on the 13th.
This decision by the Ministry of Justice is interpreted as reflecting public opinion, with 60-70% of citizens supporting Lee's parole or pardon from the perspective of national economic development. Amid growing concerns about the national economy due to COVID-19, the 'social sentiment' criterion for parole eligibility played a key role in Lee's release.

The Korea Employers Federation, which has actively recommended Lee's pardon, said, "In a situation where the hegemony competition among major countries in the global semiconductor market is intensifying, we are very pleased that the Ministry of Justice accepted the business community's position and public consensus that the return of the head of the largest company driving our economy is urgent."
The Korea Chamber of Commerce and Industry welcomed the decision, saying, "In a situation where the speed of corporate change and decision-making is important, we welcome the allowance of free economic activities for businesspeople through this parole decision." It added, "We hope Samsung Electronics will contribute to national economic development by maintaining a super-gap in the competition to dominate strategic industries such as semiconductors and advancing into future next-generation strategic industries."
The Federation of Korean Industries also said, "We actively welcome the Ministry of Justice's decision to allow Lee's free management activities," adding, "This will be an opportunity for our country to gain a technological edge in the global semiconductor market and to stand at the center of the new economic order."
However, there are also views that Lee's full return to management will be difficult with this parole. As a parolee rather than a pardoned individual, overseas business trips are restricted, and separate approval from the Minister of Justice is required for his return as a registered executive. While limited management participation as an unregistered executive is possible, there will be significant obstacles to listing his name as a registered executive and practicing responsible, on-site management.
The business community is also paying close attention to these limitations and emphasizes the need for a pardon or equivalent measures. The Korea Employers Federation said, "Parole imposes difficulties in management activities due to employment restrictions and overseas business trip limitations, so maximum administrative consideration is needed to allow Lee to fully devote himself to management activities in the future."
