Samsung Electronics and its labor union continue to remain at odds, failing to reach common ground even during post-mediation, the government’s official arbitration process. While management has requested direct talks in an effort to avert an all-out strike, the union has drawn a line, declaring that it will proceed with a general strike unless there are improvements to the performance-based bonus system.

View original imageAccording to industry sources on May 14, Samsung Electronics sent an official document to the union on this day, proposing to resume direct dialogue. Although the official mediation process has ended, this move is interpreted as the company’s intention to conclude negotiations through autonomous bargaining. The previous day, Samsung Electronics shared the progress of post-mediation on its internal bulletin board, stating, “While post-mediation has concluded, we will continue to make efforts so that the 2026 wage negotiations can be settled smoothly through dialogue.”
The labor and management of Samsung Electronics underwent post-mediation under government arbitration for two days from May 11 to 12, but failed to bridge their differences over performance-based bonuses and ended negotiations without reaching a substantive agreement.
Management claims that during this post-mediation, it reviewed the National Labor Relations Commission’s suggestions and the union’s demands with an open mind, but the union unilaterally declared the talks collapsed, thereby eliminating the opportunity for sufficient discussion.
On the other hand, the union’s stance remains firm. The Samsung Electronics branch of the Samsung Group’s supra-enterprise labor union (supra-enterprise union) refuted the management's proposal for talks by stating, “The union has already made sincere efforts to reach an agreement during post-mediation, including lowering its initial demands.” They added, “In contrast, the company clung to its existing position and showed no substantive change.” As preconditions for resuming talks, the union called for: ▲ transparency and institutionalization of the Over-Profit Incentive (OPI), and ▲ removal of the cap on performance-based bonuses.
The supra-enterprise union emphasized, “Bring your response to these demands and have CEO Jeon Young-hyun of Samsung Electronics answer in person by 10 a.m. on May 15. If there is no change in the company’s position, we will respond with a lawful industrial action in the form of a strike.”
Industry observers note that since this issue has escalated beyond an individual company’s labor dispute to a matter of national economic concern, the union’s next moves could have a significant impact on public opinion. Should the union reject management’s official willingness for dialogue and push ahead with a strike, it would be difficult to avoid social criticism for opting for a show of force over rational compromise.

A business community official pointed out, “If the union, after unilaterally breaking off the post-mediation process painstakingly arranged by the government, also refuses the company’s additional proposal for talks, it would only undermine its own social legitimacy.”
