Active Fiscal Execution to Overcome the COVID-19 Economic Crisis 'Achievements'

[Haenam＝Asia Economy Honam Reporting Headquarters Reporter Kim Hyun] On the 9th, Jeonnam Haenam-gun announced that it was selected as the best institution in the Ministry of the Interior and Safety's 2021 first half local finance rapid execution evaluation targeting 243 local governments nationwide.

Haenam-gun achieved the great success of being selected as the best institution in the first half of this year following its selection as the best institution for rapid local finance execution in the second half of last year. With this award, the institution will receive a commendation and a special grant of 55 million KRW.

The county executed 285.5 billion KRW out of the 420 billion KRW rapid execution target amount in the first half of this year, achieving an execution rate of 68%, which is 8% higher than the Ministry of the Interior and Safety's target rate of 60%.

In particular, it executed 152.8 billion KRW in the consumption and investment sectors, which practically affect the local economy, showing an execution rate of 118.8%, achieving an execution performance 14.9% higher than the national average.

Since the beginning of this year, Haenam-gun has been fully committed to local finance management to boost the local economy and vitality in response to COVID-19 by actively utilizing the Ministry of the Interior and Safety's rapid execution guidelines such as advance payments, progress payments, and prior notification of government-supplied materials according to the monthly execution plan.

They have held four reporting meetings on rapid execution target projects and carryover projects, and have achieved excellent results through planned and active financial execution by checking the execution status daily, focusing on large-scale facility projects and various subsidy projects closely related to residents' lives.

In particular, since opening the era of 1 trillion KRW local finance in 2019, last year, with a budget of 1.0918 trillion KRW, they executed 896.2 billion KRW, achieving the highest execution rate ever (82.1%).

This is interpreted as the result of actively managing finances to recover the local economy, which was depressed due to COVID-19, based on a stable project management system despite the expanded financial scale.

County Governor Myeong Hyun-gwan said, “We have done our best to boost the local economy by increasing rapid execution performance through speedy project promotion and active efforts to resolve reasons for sluggishness,” and added, “In the second half, we will focus on recovering the local economy affected by COVID-19 through continuous project promotion status and execution management.”
