Six Organizations Including Gyeonggi Credit Guarantee Foundation and Gyeonggi Institute of Economy and Science Receive 'A Grade' in Management Evaluation
[Asia Economy (Suwon) = Reporter Lee Young-gyu] Six public institutions under Gyeonggi Province, including the Gyeonggi Credit Guarantee Foundation and the Gyeonggi-do Economic Science Promotion Agency, received an A grade in last year's management evaluation.
Gyeonggi Province recently selected six institutions with an A grade, ten with a B grade, and two with a C grade through a review by the Operations Deliberation Committee targeting 18 provincial investment and contribution institutions. As in the previous year, there were no S or D grades.
Four institutions experienced grade changes compared to the previous year: Gyeonggi Art Center rose one grade from B to A, and the Next-Generation Convergence Technology Research Institute improved from C to B. Kintex dropped one grade from A to B, and the Gyeonggi Youth Training Center fell from B to C. Other institutions maintained their grades. The newly evaluated institution, the Gyeonggi Market and Commercial District Promotion Agency, was rated B.
In evaluations of institution heads, eight individuals, including the heads of the Gyeonggi-do Economic Science Promotion Agency and the Gyeonggi Credit Guarantee Foundation, received an A grade. Additionally, eight heads, including those of the Gyeonggi Content Promotion Agency and Kintex, received a B grade, while two heads, including those of the Gyeonggi Suwon World Cup Stadium Management Foundation and the Gyeonggi Youth Training Center, received a C grade. The evaluation results for the presidents of three local public corporations, including the Gyeonggi Housing and Urban Corporation, will be finalized around October based on the Ministry of the Interior and Safety's local public enterprise evaluation results.
Based on this evaluation, the province plans to issue warnings and implement follow-up measures such as preparing management improvement plans for institutions and heads rated C.
Institutions and heads rated B or higher will receive performance bonuses within the budget scope in consultation with the province.
Since 2018, Gyeonggi Province has directly recruited and formed management evaluation teams to assess public institutions. This measure prioritizes fairness and focuses on evaluating the realization of social values of public institutions, such as ethics, human rights, safety, and regional coexistence development. Especially for this year's evaluation, considering the impact of COVID-19 on each institution's management performance last year, an evaluation system was developed that distinguishes between business performance evaluation institutions and non-evaluation institutions, thereby reasonably adjusting performance fluctuations due to unavoidable external factors.
