Holding a book launch event and embarking on a full-fledged presidential candidate campaign, Kim held a meeting with Democratic Party provincial assembly members at the Gyeongnam Provincial Assembly conference room on the same day, stating, "Looking around the world, countries are either federal states or implement strong autonomous decentralization."
Kim said, "More than half of South Korea's population lives in the Seoul metropolitan area, where universities, companies, and hospitals are concentrated, causing opportunity costs such as traffic congestion and environmental problems due to one-pole centered overcrowding," and argued, "We must move toward strong federations such as the Busan-Ulsan-Gyeongnam (Bu-Ul-Gyeong) Mega City Federation and the Jeonnam Mega City Federation."
He added, "I consider overcoming inequality and resolving polarization as the final political task regardless of the election outcome, and I intend to strongly pursue it," and "I requested this meeting to seek agreement on these ideas and gain support."
