[Asia Economy Reporter Lim Cheol-young] The Seoul Metropolitan Government announced that it has developed a tax-dedicated AI (artificial intelligence) chatbot called ‘Easy (IZY)’ and will begin its operation from the 14th, in response to the growing preference for non-face-to-face methods due to COVID-19.
‘Easy’ is an AI chatbot that can handle everything from consultations related to various taxes such as property tax and automobile tax to inquiries and payments all at once. Without the need to visit district or city offices in person, users can ask and check tax-related questions anytime and anywhere via text or voice using just a smartphone. The service is available 24 hours a day, 365 days a year, regardless of after business hours, holidays, or public holidays.
‘Easy’ can be accessed by connecting to ‘Seoul City eTax’ on a smartphone or by touching ‘Chatbot Consultation’ on the main screen of the mobile app (STAX). Users can freely enter their questions in the chat window or select menus provided in the chat window to receive related information.
Services available through ‘Easy’ include tax-related inquiries, payments and payment confirmations, monthly local tax payment guidance, and refund inquiries and applications.
Meanwhile, Seoul City is making multifaceted efforts to facilitate taxpayers by operating ‘customized unmanned payment machines’ and ‘visible ARS’ for citizens who have difficulty moving or using machines, and by introducing various certificates.

Lee Byung-han, Director of the Seoul Metropolitan Government’s Finance Bureau, said, "As the COVID-19 pandemic prolongs, citizens’ preference for non-face-to-face methods has increased. We hope that Seoul citizens can use tax consultation and payment services more conveniently 24 hours a day through the AI chatbot developed this time." He added, "We will continue to strive to enable personalized consultations through continuous AI machine learning in the future."
