Strengthening Public Role in Implementing Government Carbon Neutrality Policy and Renovating Aging Housing in Developing Countries
[Asia Economy Reporter Kangwook Cho] Korea Land and Housing Corporation (LH) announced on the 4th that it has signed a "Research Agreement on Environmental Creation Measures for Low-Carbon Development under the Paris Climate Agreement" with UN-Habitat to actively promote housing environment improvement projects in developing countries linked to Clean Development Mechanism (CDM) projects.
The Clean Development Mechanism (CDM) is a system that allows developed countries with greenhouse gas reduction obligations to receive credit for emission reductions achieved through projects implemented in developing countries.
Last December, LH decided to promote low-carbon urban development projects targeting developing countries to implement the government's Green New Deal policy and pioneer overseas markets, and signed a Memorandum of Understanding with UN-Habitat for cooperation on low-carbon housing and urban development in developing countries.
The research agreement signed this time was pursued to explore practical methods to link housing environment improvement projects in developing countries with CDM projects and to prepare detailed implementation plans.
For this research, LH will provide research funding and undertake tasks such as discovering CDM-linked projects and reviewing project feasibility, while UN-Habitat will be responsible for selecting project sites, building local networks, and supporting the formation of community groups. The pilot project sites are aging residential dense areas located in major cities such as Islamabad and Karachi in Pakistan.
The main project contents include supporting the establishment of basic facilities to improve living conditions, such as installing water purification facilities and installing or replacing bricks and lighting inside residences. As a CDM project linkage plan, various items are under review, including the use of materials that induce carbon reduction effects such as eco-friendly bricks and solar rechargeable lamps, and providing highly heat-efficient cookstoves.
Through this research, if the pilot project proceeds in earnest, it is expected to enable inclusive green recovery and realization of the carbon neutrality vision, green growth and housing condition improvement in developing countries, and overseas expansion of domestic companies. In particular, LH expects to achieve carbon neutrality in line with government policies, strengthen ESG management competitiveness, perform public roles linked to the maintenance of aging residential areas in underdeveloped countries, and build overseas business partnerships and activate projects.
Lee Yong-sam, Head of LH Global Business Headquarters, said, "This is a project that can improve living conditions in developing countries while implementing the government's low-carbon policy," adding, "LH will continue to take an interest in solving housing problems in underdeveloped countries and preventing global warming and promote various projects."
