Yangcheon District Mayor Kim Su-young Receives 'SA' Grade, 'Best' in 2021 National Basic Local Government Heads Pledge Implementation Evaluation
Since the 6th Elected Term, Awarded SA Grade 5 Times... Transparently Disclosing the Status of Pledge Projects on the County Website to Strengthen Policy Accountability
[Asia Economy Reporter Park Jong-il] Yangcheon-gu (Mayor Kim Soo-young) has achieved the highest SA grade in the '2021 National Basic Local Government Heads Pledge Fulfillment and Information Disclosure Evaluation' conducted by the Korea Manifesto Practice Headquarters over approximately 100 days since March.
This evaluation assessed the pledge fulfillment performance at the point of preparing to conclude the first year of the 7th local government administration, reflecting the continuous operation of the district's policy direction of 'communication, empathy, and participation.'
'Manifesto' refers to pledges presented concretely to voters regarding implementation schedules and budget securing grounds related to elections, serving as a public declaration of an action plan. Established in 2006, the Korea Manifesto Practice Headquarters monitors and analyzes manifesto (pledge fulfillment) related materials of local government heads appearing on local government websites at least once a year to conduct evaluations.
The 2021 evaluation criteria included five areas: ▲Pledge Fulfillment Completion ▲2020 Goal Achievement ▲Resident Communication ▲Web Communication ▲Consistency. Based on the comprehensive evaluation results summing these areas, grades were classified into five levels (SA, A, B, C, D).
The district is currently pursuing a total of 61 pledges under six subdivided visions: ▲A vibrant city where the joy of working is shared (Young) ▲A green and clean ecological city (Eco) ▲A new level of future city (Smart) ▲An inclusive city where families are happy (You) ▲A leading education city (Edu) ▲A sustainable safe city (Safety).
As of the end of 2020, 45 projects (74%) were completed, and 16 projects (26%) were progressing normally. This exceeds the 2021 pledge fulfillment completion rate of 69.98% in the Seoul area.
In particular, last year, unexpected difficulties arose in promoting pledge projects due to COVID-19. However, the district continued to pursue pledge projects to keep promises with residents, achieving results such as the installation of the Yeon woodworking workshop, construction and relocation of Sinjeong Comprehensive Social Welfare Center, establishment of Yangcheon Central Library, remodeling of Yangcheon Neighborhood Park, and construction of the Health Healing Culture Center.
Based on this, the district enhanced policy accountability for residents by transparently disclosing the fulfillment status of each pledge project on the district website.
Additionally, efforts to actively reflect residents' opinions in policies through various online communication methods such as residents' forums, pledge (smart) maps, and resident pledge evaluation groups received high evaluations.

Kim Soo-young, Mayor of Yangcheon-gu, commented on the evaluation results, saying, “Pledges are promises to residents, and fulfilling them is the responsibility and duty of public officials. Although it is a challenging time to promote projects due to COVID-19, I will do my best to work with residents to find solutions and ensure that the projects are successfully completed with a sense of mission as a public official.”
