Seocho-gu's Integrity Measures to Achieve Top Grade in Integrity This Year?
Operation of On-site Integrity Triangle and Professional Research Institute Survey Integrity Call, Sending Integrity Texts and Letters, Installation of Integrity Signboards · Integrity Pledge Signing, Customized Integrity Education, Prohibition of Work Orders Outside Working Hours, Integrity Broadcasts, etc.
[Asia Economy Reporter Jongil Park] Seocho-gu (Mayor Eunhee Jo), which has set the goal of achieving a Grade 1 public institution integrity rating this year, is vigorously promoting various integrity policies under the motto of “Corruption zero trusted by residents, Integrity Seocho.”
The district established the “2021 Seocho Anti-Corruption Comprehensive Plan” with 20 detailed tasks across four areas, setting four promotion strategies: ▲Focused management of vulnerable areas to realize Seocho as a Grade 1 integrity city ▲Activation of integrity policy participation by institution heads and senior officials ▲Creation of an honest and fair public service culture to build a trusted public service society ▲Implementation of practical integrity policies that resonate with residents and employees. This demonstrates the determination to capture both external and internal integrity ratings this year.
In particular, the core of the integrity policy is to focus on managing the “construction management and supervision sector,” identified as a vulnerable area in last year’s public institution integrity measurement, aiming to eliminate corruption risks in advance and secure fairness and transparency.
One of the projects for this is the “Visiting Integrity Triangle.”
An audit officer directly visits construction sites to act as an intermediary between construction companies and ordering departments, listening to difficulties and suggestions on-site, sharing conflict situations between departments and construction companies, and helping resolve them.
Next, using a professional research institution, a survey is conducted targeting complainants of external integrity measurement tasks (construction management supervision, permits, subsidies, taxation) to utilize for work improvement through the “Integrity Call.” Additionally, for construction contract companies with a contract amount exceeding 5 million KRW, an “Integrity Text Message” is sent to guide them to the Corruption and Impropriety Reporting Center during contract signing and payment.
Furthermore, various new projects to enhance integrity in the construction management and supervision sector are being intensively promoted, such as operating “Integrity Information Boards” installed at construction sites containing integrity pledges and Corruption and Impropriety Reporting Center information, and sending “Integrity Letters.”
For systematic diagnosis of internal integrity, a survey is conducted for all employees to gather opinions on internal integrity culture. Employees write an “Integrity Pledge” emphasizing thorough understanding and compliance with the Improper Solicitation and Graft Act. Customized “Integrity Education” is provided for grade 5 and above employees, and broadcasts sharing various integrity cases and good stories are conducted, along with prohibiting work instructions outside working hours, all to improve internal integrity.
Along with this, the “Integrity Suggestion Box” is expanded to allow internal employees to express dissatisfaction with the organization regarding workplace power abuse, illegal or improper budget execution, and work instructions that undermine fair job performance. To promote reporting, a “Focused Internal Impropriety Reporting Period” will be operated for the entire month of June.
Meanwhile, to spread the culture of integrity and respond to residents’ demands for a transparent public service society, the district held a contest for an integrity catchphrase among all employees last February. The selected phrase, “Integrity I Keep, Integrity That Keeps Me,” was inserted into banners, various notices and announcements, and envelopes for civil complaint responses, contributing to the establishment of an integrity culture.
Also, the “10 Commandments of Integrity Practice” were made into framed posters and placed in all departments and community service centers, promoting Seocho-gu’s commitment to integrity in various ways.
