North Korea Nuclear Envoy Sung Kim Appointed Special Representative for North Korea, Focus on 'Coordinating North Korea Policy'

Given that President Joe Biden prioritizes North Korea policy, the appointment of Kim, a North Korea nuclear expert, is interpreted as a commitment to pursue practical and sincere diplomacy with North Korea. This is also good news from the perspective of the South Korean government.
On the 21st (local time), after concluding a summit meeting with President Moon Jae-in at the White House and during a joint press conference, President Biden made a surprise announcement of Kim’s appointment as Special Representative for North Korea during his opening remarks. He introduced Kim as a diplomat with deep policy expertise and invited him to stand and greet the audience.
Kim has been deeply involved in North Korea diplomacy during the administrations of Barack Obama and Donald Trump. He served as Ambassador to Indonesia before becoming the Acting Assistant Secretary of State for East Asian and Pacific Affairs with the start of the Biden administration.
From July 2008 to October 2011, he served as the U.S. chief delegate to the Six-Party Talks, and then served as U.S. Ambassador to South Korea until October 2014. He then served as Special Representative for North Korea Policy until November 2016 before moving on to become Ambassador to the Philippines.
He has effectively overseen U.S. North Korea policy at the working level through the Bush and Obama administrations.
Kim also played a crucial role when former President Trump attempted summit diplomacy with Kim Jong-un, the General Secretary of the Workers' Party of North Korea.
While serving as Ambassador to the Philippines, he played an important role in advancing North Korea-U.S. dialogue, including coordinating the joint statement with then North Korean Vice Foreign Minister Choe Son-hui up until the day before the historic first North Korea-U.S. summit held in Singapore in June 2018. In October 2018, he was involved in follow-up processes, including visiting Pyongyang with then Secretary of State Mike Pompeo.
President Moon also evaluated at the joint press conference that "The U.S. is showing a strong willingness to engage in diplomacy with North Korea through dialogue and is already prepared for talks," and added, "We have high expectations as a person with outstanding expertise on the Korean Peninsula issue has been appointed."
Kim’s appointment as Special Representative for North Korea is also good news for the South Korean government. He is a figure who has communicated countless times during North Korea negotiations, understands South Korea’s position well, and is proficient in Korean, which is expected to facilitate smoother coordination of North Korea policy between South Korea and the U.S.
Meanwhile, Kim was born in Seoul and immigrated to the U.S. in the mid-1970s following his father. He graduated from the University of Pennsylvania and earned a Master of Laws degree from Loyola Law School and the London School of Economics (LSE). He began his public service career as a prosecutor in Los Angeles.

He transitioned to diplomacy in 1988, serving as Political Counselor at the U.S. Embassy in South Korea from 2002 to 2006, and as Director of the State Department’s Korea Desk from 2006 to 2008.
