Considering Possible Actions with Chinese Copyright Office and Record Companies
The government is taking a strong stance against the unauthorized use of Korean music copyrights by Chinese record companies. It is identifying cases of infringement through music trust management organizations and requesting investigations and copyright registration corrections on YouTube.
On the 21st, the Ministry of Culture, Sports and Tourism announced that it is confirming the damage situation through music trust management organizations such as the Korea Music Copyright Association, the Korea Music Performers Association, and the Korea Record Industry Association. An official stated, “We are continuously identifying cases of music copyright infringement by receiving evidence of damage from copyright holders,” and added, “We will verify the circumstances under which Content ID infringement occurred from YouTube Korea and request improvement measures to prevent recurrence.”
Singers whose music copyrights have been infringed include Lee Seung-chul, IU, Brown Eyes, and Younha. Chinese singers and record companies are registered as copyright holders on YouTube. Without the original artists’ consent, Chinese-language cover songs were uploaded to YouTube and registered with Content ID. As a result, a considerable amount of neighboring rights royalties for record producers and performers were distributed to the respective Chinese record companies.

The Ministry of Culture, Sports and Tourism plans to request Content ID corrections for the affected songs in consultation with the rights holders and seek solutions such as distributing advertising revenue through post-use permissions. Additionally, it will review measures that can be taken against Chinese record companies in cooperation with the Chinese copyright authorities. An official urged, “Active assertion of rights by copyright holders, who are the entities registering information about music on YouTube, must be supported.”
